For more than twenty years, William and Teresa Cochran have created and managed landmark public art projects. They work as a close-knit team with a wide range of government, private, community-based and non-profit organizations, and collaborate regularly with architects, landscape architects, public art consultants and government and civic leaders. This work often involves master planning and visioning processes for public art and place making.

As an artist, William works in a variety of media including architectural art glass and large and small-scale painted murals for museums, urban downtowns, public institutions and private residences. He is especially known for his bravura trompe l'oeil techniques, which create interactive landmarks for buildings and urban areas. These artworks sometimes engage the community in the process of creation; the well-known Community Bridge mural project transformed a plain concrete bridge in Frederick, Maryland, into a successful catalyst for revitalization and renewal; draws thousands of visitors annually and is the focus of ongoing educational tours. William speaks regularly at national conferences on issues of design excellence, sustainability, community health and public art as a catalyst for revitalization. He also teaches well-regarded painting workshops around the country in the areas of mural making and trompe l'oeil painting. With his partner Teresa he conducts workshops in creativity and other areas for corporate, student and educator groups.

Public art consultant and design team artist for National Endowment for the Arts Mayor's Institute of City Design grant for City of Rochester. 

International exhibit, architectural art glass, University of Mexico in 2007. 

Award for Excellence, National Glass Association

Project of the Year Award, American Public Works Association. 

Core Values Award, International Association of Public Participation.

Identified in a recent art history textbook as significant figure in public art in North America. 

Great American Main Street Award, National Trust for Historic Preservation in 2005 - Frederick, Maryland.
